I need to set up a system for my folks. Will WYZE outdoor work without a data plan? They have WIFI and an iPad mini 4.

You mean without a mobile data plan but WITH a paid home Internet service powering that WiFi? Then yes, everything will work around the home.
If they travel, of course, they won’t be able to access anything without a data plan. Also, the outdoor model isn’t a great fit for a lot of people. Consider the wired new V3 instead.

They’ll have access to their cams if they stop at a place that has free WiFi. +1 on the new v3 at less than 1/2 the cost.

Some cable internet ISP and ATT have an app that will allow secure WiFi access from most business and their hot spots. This is mostly useful in cities.
