Manual firmware upgrade not working

I’m attempting to upgrade the firmware manually on my Wyze Cam v2, for the purposes of RTSP. I’m following the instructions here:

However, when I plug-in the power I never get the blue light. I just get the standard lights and then the “ready to connect” voice.

I know the cam is reading the SD card, because when I take it out it has left behind a few folders. The camera is brand new. It was taken out of the box a couple hours ago, it upgraded to firmware 4.9.5.111 through the app when I was setting it up.

Any ideas?

Are you holding down the setup button when why plug in the camera. You need to do that when installing the RTSP firmware.
