Does each purchase of a Wyze Outdoor Cam come with a base station?

Does the purchase of a Wyze Outdoor Cam always come with a base station? It’s not clear from the shop page.
I want to buy two outdoor cameras with one base station.

The starter kit comes with a base station, a base station can control up to 4 cameras. Currently the individual cameras without the base station are out of stock (as of this post). I believe they can be found on Amazon though.
